Partner Biographies:
Jill DeCriscio, Partner
Before founding the partnership of Constructive Community Relations, Jill
DeCriscio owned and operated JD Communications, a sole-proprietor public
relations firm providing clients a full-range of public relations services,
construction outreach, media relations, copywriting, community outreach,
special event planning and project management.
Ms. DeCriscio has more than 15 years of experience developing and
implementing challenging public outreach and marketing programs for the
Orange County Transportation Authority (OCTA), Orange County Water
District (OCWD), Orange County Sanitation District (OCSD), Elsinore Valley
Municipal Water District (EVMWD), Orange County Teachers Federal Credit
Union (OCTFCU), Adopt-a-Highway Litter Removal Services of America, Porter-
Novelli and American First Credit Union (AFCU).
Most recently, Ms. DeCriscio developed and is currently implementing an
extensive public awareness and construction outreach program for Elsinore
Valley Municipal Water District’s $110 Million Capital Improvement Program,
consisting of more than 30 individual water and wastewater projects
throughout the Lake Elsinore Valley. In addition, she recently served as
community liaison for Orange County Water District and Orange County
Sanitation District’s joint Groundwater Replenishment System’s Pipeline
Construction Project that impacted hundreds of businesses and residents
located along the Santa Ana Riverbed.
Ms. DeCriscio graduated with a B.A. degree in Communications from
California State University, Fullerton with an emphasis in public relations and
a minor in speech communications.
Kira Erquiaga, Partner
Before founding the partnership of Constructive Community Relations, Kira
Erquiaga owned and operated KW Communications, a sole-proprietor public
relations firm specializing in construction outreach. In her 15 years of work
experience, Ms. Erquiaga has worked on many notable public works projects
in Southern California during her career and has developed, implemented
and managed public relations and community outreach programs for some of
Southern California’s leading organizations, including Orange County
Sanitation District (OCSD), Orange County Water District (OCWD), The Irvine
Company (TIC), Moulton Niguel Water District (MNWD), Earth Tech, Inc., Porter
Novelli, Inc. and Municipal Water District of Orange County (MWDOC).
For the past four years, Ms. Erquiaga has served as the community liaison for
the Orange County Water District and Orange County Sanitation District’s
joint Groundwater Replenishment System’s $481 million Advanced Water
Purification Facility and Barrier Facilities Pipeline. She also served as the
community liaison for Phase II of the Orange County Sanitation District’s
Bushard Trunk Sewer Replacement Project, a highly controversial four-mile
pipeline being installed in the cities of Huntington Beach and Fountain
Valley.
Ms. Erquiaga possesses a B.A. degree in Communications from the
University of Pacific where she majored in Journalism.
